The colours of the Iranian flag are traditional, probably dating from at least the 18th century, and they can be interpreted as representing the Islamic religion (green), peace (white), and courage (red). They were first designed in tricolor form in 1907. Iran?s first nuclear power plant at Bushehr was not online by 2007. Iran defended itself and demanded the withdrawal of Iraqi troops from Iranian territory and the return to the status quo ante for the Shatt al-Arab as established under the 1975 Algiers Agreement signed by Iraq and Iran. In general, Iran has an arid climate in which most of the relatively scant annual precipitation falls from October through April. Conservative clerical forces established a theocratic system of government with ultimate political authority vested in a learned religious scholar referred to commonly as the Supreme Leader who, according to the constitution, is accountable only to the Assembly of Experts. Despite all the work Rice has put into her coalition, diplomatic efforts are moving too slowly, some believe, to stop the Iranians before they acquire the makings of a nuclear device. Iran maintains regular diplomatic and commercial relations with Russia and the former Soviet republics. Both Iran and Russia believe they have important national interests at stake in developments in Central Asia and the Transcaucasus, particularly regarding energy resources from the Caspian Sea. Instead, America needs a vision of how Iran might be co-opted into a new system of Middle East security, particularly in light of the instability that will be created by the eventual reduction of U.S. Iran also abuts the strategic Strait of Hormuz -- the narrow waterway from the Gulf to the Indian Ocean through which about one-quarter of the world's oil moves every day. As a result, if Washington ever lifted its trade embargo on Iran, its territory could be used as the most obvious transit route for the delivery of oil and natural gas from the Caspian countries to global markets, especially in Europe and Japan.
